1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

Intuitionists and classical logicians use in common a large number of the logical axioms, even though they supposedly mean different things by the logical connectives and quantifiers — conquans for short. But Wittgenstein says The meaning of a word is its use in the language. We prove that in a definite sense the intuitionistic axioms do indeed characterize the logical conquans, both for the intuitionist and the classical logician.

In fragment B 18 (DK) Xenophanes asserts that ‘Not from the outset did the gods reveal all things to mortals’ but that ‘in time, as they seek, men discover better.’ The remark has been understood in different ways but is usually read as a rejection of the view of the gods as the givers of all good things and an expression of faith in the capacity of human beings to make progress through their own efforts. I argue that the ‘hymn (...) to progress’ reading of B 18 is unjustified by any other aspect of Xenophanes’ thought and at odds with his generally dour view of the intelligence and character of his fellow citizens. A detailed analysis of the fragment supports the view that Xenophanes is here rejecting belief in divine revelation through natural signs and affirming the value of historiê or inquiry in the form of travel and direct observation. Doubts about the origin of Bentham's formula, ‘the greatest happiness of the greatest number’, were resolved by Robert Shackleton thirty years ago. Uncertainty has persisted on at least two points. (1) Why did the phrase largely disappear from Bentham's writing for three or four decades after its appearance in 1776? (2) Is it correct to argue (with David Lyons in 1973) that Bentham's principle is to be differentially interpreted as having sometimes a ‘parochial’ and sometimes a ‘universalist’ bearing? These issues (...) are reopened here with particular reference to textual evidence overlooked in earlier discussions and contextual evidence on the development of Bentham's radicalism in the last two decades of his life. In conclusion some broader issues are raised concerning the character of Bentham's understanding of ‘happiness’ itself. (shrink)

Fragment B 1 of Parmenides describes a youth’s journey to the house of a goddess who enlightens him as to the nature of all things. The task of translating Parmenides’ Greek text is beset with many difficulties, most notably the phrase kata pant’ atê at B 1.3. There, the neuter accusative plural panta (‘all things’) combines with the feminine nominative singular atê (‘heaven sent blindness’) to render translation impossible. Some have proposed emending the text to read astê (‘down to all (...) cities’), understood in connection with the pathway of divine inspiration. Others reject the emendation in so far as the youth is said at B 1.27 to travel ‘far from the beaten path of men.’ I argue in defense of the reading kata pant’ a<s>tê in so far as references to pathways of inspiration and poetic journeys to the cities of men occur frequently in the poetry of Parmenides’ era. This essay considers the nature of duties incumbent on legislators in virtue of the office itself. I argue that there is no duty for a legislator to enact a criminal law based on morality; there is no duty to incorporate substantive moral conditions into the criminal law; and there is therefore no duty derivable from the nature of the legislative office itself to make conditions of culpability depend on those of moral responsibility. Finally, I argue that the relation between morality (...) and the criminal law is therefore much less direct than assumed in most theories of the criminal law. (shrink)

The locomotor pattern of a goldfish may be described by 17 locomotor variables whose time series are known to exhibit distinct patterns of autocorrelation. The present model reduces the set of 17 variables to a set of seven predictor variables which optimize the prediction of future locomotor behavior. These seven variables are then grouped into two clusters by a dendogram analysis, and it is shown that the clusters are also characterized by their strength of prediction. A locomotor control model is (...) then formulated where one cluster is interpreted to be a level of activity factor and the other is hypothesized to be a turning behavior factor. (shrink)

This reply to him, which has been delayed by my departure for Australia, must begin with an expression of the respect that I feel for an antagonist far more able and experienced than I can claim to be. Indeed, it was while lecturing on Ovid, Tristia 3 that I first met Professor Richmond's masterly article on the Augustan Palatium . From this (...) article my enthusiasm for the subject began, and I know that Professor Richmond has always welcomed discussion and argument about the famous Augustan temple of Apollo on the Palatine. After the accusative the names of the officers of the Egyptian contingent are given in the nominative, with no connecting particle or relative and no main verb to follow. The editors offer various supplements for the sense, e.g. Dindorf ; but what we have here is not a simple case of ellipse but a harsh change in construction which it would be hard to parallel.

This lucid and compact book contains a forceful critique of the "wave-particle duality" interpretations of quantum theory, and a unitary particle theory which explains the quantum rules in terms of non-quantal axioms. To speak of a wave-particle duality, says Landé, is to speak of an abstraction and a real thing as if they were on a level of parity; and he takes Born's statistical interpretation of quantum phenomena as evidence that a unitary particle theory is needed. The problem then is (...) to explain why particles obey quantum laws of interference and h-dominated periodicity. Although much of the book assumes knowledge of mathematics and physics, many sections require no scientific background; and in the more technical sections there are frequent summaries which state the arguments and conclusions in a non-mathematical way. This is the first of a proposed fifty volumes of the Brahma-Mïmämsä, inquiry into the Vedas and the highest reality, Brahman. The author is a follower of the last great innovator in Indian philosophy, Madhva. Thus his inquiry into Brahman is an exposition of the philosophy of Madhva, but since Madhva sought to present and reject the views of the previous commentators, Raghavendrachar's work treats the other two great Vedanta commentators, Samkara and Ramanuja. Samkara's view is considered generally to be (...) nondualistic; Rämänuja's a qualified nondualism; and Madhva's, a dualism. However, this Indian Professor seeks to show that Madhva is not a dualist but a monist, for though Madhva accepted both Brahman and the world as real, only Brahman is an independent reality. The world is a dependent reality. Rigorously rejecting Samkara's view that the world is a product of an illusory, baseless ignorance, Madhva establishes the world as a reality dependent on Brahman because it is a product of Brahman. Madhva's work is a commentary on the Brahma-Sutras of Bädaräyana which are an exposition of the contents of the Vedas and Upanisads. This volume presents Madhva's commentary on the first section of the Brahma-Sutras, called the Brahma-Sutra-Bhäsya, and three other short works by Madhva on the same section, his Anu-Vyäkyäna, Nyäya-Vivarana, and Anu-Bhäsya. The commentaries of Jayatïrtha are given throughout. All texts are given in transliterated Sanskrit with translation and extensive commentary by the translator. The author sees Indian philosophy as a unity culminating in Madhva, and his conviction is evident throughout the book. This volume is strictly limited to students of Indian philosophy who are accustomed to dealing with Sanskrit terminology, for very frequently the Sanskrit terms are given without translation. Also, because Raghavendrachar concords with Madhva's view that inquiry into Brahman is endless and that the purpose of endless inquiry is to saturate oneself in the independent reality of Visnu, only those students of Indian philosophy who are interested in such saturation could keep with the book cover to cover. The book is especially suited for someone who wants to concentrate on Madhva and who is interested in reading the Sanskrit texts; from that viewpoint he can appreciate the lengthy discussion of terms.--P. These essays do not present the philosophical systems of Buddhism but rather attempt to give a picture of the spirit of Buddhism. The second part has three short essay chapters: Science, Myth, and the Meaning of Ancestors, Ethics and Mythology of Shinto, and The Noble Virtues: Some lessons of Shinto. The third part contains four essay chapters: Treasures of Buddhism, Mystery of the Bodhisattva, The Feminine Element in Mahayana, and Synthesis of the Päramitäs. Contrary to the trend of recent books which are attempting to differentiate the acceptances of the various schools within Buddhism, this book tends to stress similarities even with non-Buddhist Indian systems. It is best suited for those who would like to enter into the general spirit of Indian religions without necessarily concentrating on Buddhism.--P. J. H. (shrink)

This book is an explication of a Westerner's understanding of Buddhism. Though the section headings, "Basic Buddhism," "Deeper Truths of Buddhism," and "Zen Buddhism" might suggest that the author is seeking to explain Buddhism on its own grounds, the author has not intended such. He is seeking to make Buddhism available to Westerners through explaining his own acceptance of the Buddhist way. Thus his book explains no particular school within Buddhism and is not very helpful as a key to Buddhism (...) as it is and was in Asia. Rather it is the culmination of a life's study of the subject and a personal confession of the author's own beliefs. The book is interspersed with ten poems written by the author called "Suffering," "Deck Chair, Brighton," "When I am Dead," "Youth in Age," "We Live in Boxes," "In Search of Nothing," "Rootless Thought," "Beyond," "Jijimuge," and "The Void is Full." The book is best suited for those whose interest in Buddhism is very light and who would prefer to read about a westerner's Buddhism.--P. J. H. (shrink)

This study, under the title of an explanation of the New Nyäya views on negation, deals with the Navya-nyäya as a whole. The peculiarity of their theory of negation is that one can see the absence of an object in a given place. It includes the Sanskrit texts and translations of the Abhäva-väda of Gangesa and the Nañ-väda of Raghunätha. Though written for both Sanskritists and philosophers, the frequent use of Sanskrit terms almost requires that the reader be a Sanskritist--though (...) by keeping in mind the translations, previously given, it could be valuable. This is not an exposition of logic for beginners, but an exposition for scholars of a particular system. Renditions into modern logic are given throughout.
